
On June 9, 2010, at the Batasang Pambansa, in Quezon City the Congress of the Philippines presided by Senate President Juan Ponce Enrile and Speaker Prospero C. Nograles proclaimed Benigno Simeon C. Aquino III as the President-elect of the Philippines, following the 2010 election, while Jejomar C. Binay, the current Mayor of Makati City, was proclaimed as the Vice President -elect of the Philippines.
Aquino was proclaimed the country's 15th President succeeding Gloria Macapagal Arroyo ahead of the projected June 15 proclamation schedule, after garnering 15,208,678 votes in the country's first automated national elections held on May 10, 2010. He will start his term together with members of the 15th Congress.
Four solons, namely: Senate Majority Leader Juan Miguel F. Zubiri and Minority Leader Aquilino Q. Pimentel Jr.; House Majority Leader Arthur D. Defensor Sr. and Senior Deputy Majority Leader Neptali M. Gonzales II, delivered the sponsorship speeches seeking the adoption of the report of the Joint Congressional Canvassing Committee and the accompanying resolution of proclamation.
Before the proclamation proceedings, the Senate called Senator Jinggoy E. Estrada to deliver former President Joseph E. Estrada's speech conceding the presidential race to Aquino.
President-elect Aquino won by a margin of 5,720,841 over closest rival, former President Joseph Ejercito Estrada of the Pwersa ng Masang Pilipino. Estrada received 9,487,837 votes.
Vice President-elect Binay's votes totaled 14,645,574, which is 727,084 over the votes received by closet rival and Aquino's running mate, Senator Manuel A. Roxas II, who got 13,918,490.
The families of Aquino and Binay were called to the rostrum when their hands were raised by Enrile and Nograles to affirm their respective victories.
Aquino was accompanied by his sisters-- Ballsy,Kris,Viel and Pinky who came with their respective families.
Binay had his wife,former Makati City Mayor Dr. Elenita S. Binay, and thier children and grandchildren in tow.
President-elect Noynoy Aquino was born Benigno Simeon Cojuangco Aquino III. Aquino is fourth-generation politician: his great-grandfather, Servillano " Mianong" Aquino, served as a delegate to the Malolos Congress; his grandfather, Benigno Aquino Sr., held several legislative position from 1919-1944; and his parents were former President Corazon C. Aquino and former Senator Benigno S. Aquino Jr.. He is a member of the Liberal Party.
Born on February 8, 1960 in Manila, Aquino graduated from Ateneo de Manila University in 1981 and joined his family in their exile in the United States shortly thereafter. He returned to the Philippines in 1983 shortly after the assassination of his father and held several positions working in the private sector. In 1998, he was elected to the House of Representatives as Representatives of the 2nd district of Tarlac province. He was subsequently re-elected to the House in 2001 and 2004. In 2007, having been barred from running for re-election to the House due to the term limits, he was elected to the Senate in the 14th Congress of the Philippines.
Following the death of his mother on August 1, 2009, many people began calling on Aquino to run for president. On September 9, 2009, Aquino officially announced he would be a candidate in the 2010 presidential election, held May 10, 2010.
Aquino and his team are considering two locations for the inauguration that will be held on June 30, 2010 - the Quirino Grandstand in Luneta Park and the Quezon Memorial Circle in Quezon City. Outgoing President Gloria Macapagal Arroyo issued Proclamation No. 2085 declaring June 30, inauguration day of President-elect Benigno Simeon C. Aquino III, a special nonworking holiday.
